Cultivators, seeders, weeders, plows, and more, will slow down and get damaged in rainy or frozen conditions. Plows and cultivators are the most affected by poor soil conditions; seeders and mowers less so.
The poor weather also affects how well certain tools work, such as balers and liquid sprayers, and your harvest yield will be less util you wait for the ground to become perfectly dry, which takes the same number of game hours as you have days in a month.
